Terms of Service
Effective date: October 2026 · Beta version
These Terms of Service (“Terms”) govern your access to and use of Contractor Catalogue (“we,” “us,” or “our” / the “Service”), an Oregon contractor directory and license verification platform. By using the Service, you agree to these Terms. If you do not agree, do not use the Service.
1. Service description and scope
Contractor Catalogue is an information and directory service currently focused on Oregon-licensed contractors. The Service aggregates publicly available licensing data from the Oregon Construction Contractors Board (CCB) and allows contractors to claim and enhance their profiles with additional information, portfolio content, and business details.
Contractor Catalogue is an information service only. We are not a party to any agreement, transaction, or relationship between homeowners and contractors. We do not facilitate payments, contracts, or services between users. Any decision to hire a contractor is solely between the homeowner and the contractor.
2. Eligibility
You must be at least 18 years of age to create an account or use any features that require registration. By creating an account, you represent that you meet this requirement. We may terminate accounts that we believe are held by individuals under 18.
3. Oregon CCB data — accuracy and limitations
Licensing records displayed on Contractor Catalogue are imported periodically from the Oregon CCB via the Oregon Socrata open-data platform. This data is not real-time and may lag behind the current state of a contractor’s license, bond, or insurance status.
The Service distinguishes between three types of information:
- Oregon CCB records — public licensing data imported from official Oregon state sources. This includes license numbers, license types, bond and insurance information, and registered addresses.
- Contractor-provided content — business descriptions, portfolio photos, project descriptions, service areas, and other information added directly by a contractor or their authorized representative after claiming a profile.
- Community content — reviews, ratings, and endorsements submitted by registered users.
Before hiring a contractor, always verify their current license, bond, and insurance status directly with the Oregon Construction Contractors Board at oregon.gov/ccb.
4. No certification of contractors
Contractor Catalogue does not independently certify, endorse, investigate, or guarantee any contractor’s quality of work, licensing status, business ownership, authority to act on behalf of a business, insurance coverage, bonding, financial standing, or fitness for any particular project. The presence of a contractor on this Service does not constitute a recommendation or endorsement by Contractor Catalogue.
5. Contractor profile claims
Contractors may claim a profile that corresponds to an Oregon CCB-licensed business. The claim verification process confirms that the claimant had access to the CCB-listed phone number associated with the business at a specific point in time via a one-time passcode.
A verified claim does not verify or confirm:
- The claimant’s identity or legal name
- The claimant’s legal authority to act on behalf of the business
- Current ownership or control of the business
- Active insurance or bond coverage
- Current license status or good standing with the Oregon CCB
- Quality of work or reputation
By submitting a claim, you represent that you are authorized to manage the profile on behalf of the associated business. Submitting a claim for a business you do not represent is a violation of these Terms.
6. Reviews and endorsements
Reviews
Registered users may submit reviews for contractors. Reviews must reflect genuine first-hand experience with the contractor. Reviews are moderated and may be removed if they violate these Terms.
Endorsements
Registered users may endorse contractors. An endorsement is a simple signal of community recognition. Endorsements are not verified assessments of a contractor’s quality, licensing, or competence. They do not constitute professional recommendations, referrals, or guarantees. Endorsements reflect the personal opinion of the endorsing user only.
Review and endorsement rules
Reviews and endorsements must not:
- Be fabricated, incentivized, or otherwise inauthentic
- Impersonate another person or misrepresent your relationship with the contractor
- Contain harassing, abusive, threatening, or discriminatory content
- Include false statements of fact or defamatory content
- Violate any applicable law
7. Acceptable use
You agree not to use the Service to:
- Submit fake, fraudulent, or manipulated reviews, endorsements, or claims
- Impersonate any person, business, or entity
- Harass, threaten, or intimidate any user or contractor
- Upload or distribute unlawful, infringing, defamatory, or obscene content
- Send unsolicited communications or spam through any Service feature
- Scrape, crawl, or extract data in bulk without our prior written consent
- Interfere with or disrupt the integrity or availability of the Service
- Circumvent any access controls, authentication, or moderation systems
- Violate any applicable federal, state, or local law or regulation
8. Content ownership and license
You retain ownership of the content you submit to Contractor Catalogue, including profile text, portfolio photos, project descriptions, reviews, and endorsements.
By submitting content, you grant Contractor Catalogue a worldwide, non-exclusive, royalty-free license to host, reproduce, format, display, distribute, and moderate your submitted content as necessary to operate and promote the Service. This license persists for as long as your content is live on the Service and for a reasonable period after removal to the extent necessary for backup, archival, or legal purposes.
9. Moderation
We reserve the right to review, remove, or modify any user-submitted content that violates these Terms, applicable law, or our content standards, without prior notice. We also reserve the right to restrict, suspend, or terminate access to the Service for any user who violates these Terms, abuses the Service, or engages in conduct that is harmful to other users or the integrity of the platform.
If you believe a moderation decision was made in error, you may contact support at the address listed in Section 14. We will consider your inquiry, but we do not guarantee a formal review process or a specific response deadline during this beta period.
10. Disclaimers
THE SERVICE IS PROVIDED “AS IS” AND “AS AVAILABLE” WITHOUT WARRANTIES OF ANY KIND, EITHER EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, ACCURACY, OR NON-INFRINGEMENT.
We do not warrant that CCB records or any other information on the Service is accurate, complete, current, or error-free. Licensing data is imported periodically and may not reflect real-time status.
We do not warrant that the Service will be uninterrupted, secure, or free of errors, viruses, or other harmful components.
11. Limitation of liability
TO THE FULLEST EXTENT PERMITTED BY APPLICABLE LAW, CONTRACTOR CATALOGUE AND ITS OPERATORS, OFFICERS, EMPLOYEES, AND AGENTS SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, INCLUDING BUT NOT LIMITED TO LOSS OF PROFITS, LOSS OF DATA, LOSS OF GOODWILL, OR DAMAGES ARISING FROM YOUR RELIANCE ON INFORMATION OBTAINED THROUGH THE SERVICE, EVEN IF WE HAVE BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.
OUR TOTAL LIABILITY TO YOU FOR ANY CLAIM ARISING FROM OR RELATING TO THESE TERMS OR YOUR USE OF THE SERVICE SHALL NOT EXCEED THE GREATER OF (A) THE AMOUNTS YOU HAVE PAID TO US IN THE TWELVE MONTHS PRECEDING THE CLAIM OR (B) $100. SOME JURISDICTIONS DO NOT ALLOW CERTAIN LIMITATIONS OF LIABILITY, SO SOME OF THE ABOVE MAY NOT APPLY TO YOU.
12. Pricing
The Service is currently provided free of charge. We may introduce paid features or subscription tiers in the future. Any applicable pricing, billing terms, and conditions will be clearly presented to you before any purchase, and your agreement to pay will be required before any charge is made.
13. Changes to these Terms
We may update these Terms from time to time. When we make material changes, we will post the updated Terms on this page with a revised effective date. Continued use of the Service after changes are posted constitutes your acceptance of the updated Terms. We encourage you to review these Terms periodically.
